Horizon has developed a performance reporting structure called the Assurance Dashboard for the entire Division to review the division's performance within the context of our strategic priorities. By looking at this regularly updated Assurance Dashboard, our Horizon staff and school families can reflect on the results and see what improvements we are continually making to best serve our students and staff.

Notes:

  1. Data values have been suppressed where the number of respondents/students is fewer than 6. Suppression is marked with an asterisk (*).
  2. Participation in the 2019/20 to 2021/22 Diploma Exams was impacted by the COVID-19 pandemic. In the absence of Diploma Exams, achievement level of diploma courses were determined
    solely by school-awarded marks. Caution should be used when interpreting high school completion rate results over time.
  3. Participation in the Provincial Achievement Tests and Diploma Exams was impacted by the fires in 2018/19, and the COVID-19 pandemic from 2019/20 to 2021/22. School years 2019/20,
    2020/21 and 2021/22 are not included in the rolling 3-year average. Caution should be used when interpreting trends over time.
  4. Aggregated PAT results are based upon a weighted average of percent meeting standards (Acceptable, Excellence). The weights are the number of students enrolled in each course. Courses
    included: English Language Arts (Grades 6, 9, 9 KAE), Français (6e et 9e année), French Language Arts (6e et 9e année), Mathematics (Grades 6, 9, 9 KAE), Science (Grades 6, 9, 9 KAE),
    Social Studies (Grades 6, 9, 9 KAE).
  5. Security breaches occurred over the last few days of the 2021/22 PAT administration window. Students most likely impacted by these security breaches have been excluded from the provincial
    cohort. All students have been included in school and school authority reporting. Caution should be used when interpreting these results.
  6. Aggregated Diploma results are a weighted average of percent meeting standards (Acceptable, Excellence) on Diploma Examinations. The weights are the number of students writing the
    Diploma Exam for each course. Courses included: English Language Arts 30-1, English Language Arts 30-2, French Language Arts 30-1, Français 30-1, Mathematics 30-1, Mathematics 30-2,
    Chemistry 30, Physics 30, Biology 30, Science 30, Social Studies 30-1, Social Studies 30-2.
  7. The “N/A” placeholder for the “Current Result” for PAT and Diploma Exam measures are included until results can be updated in the Fall.
  8. The dashboard may have no data for some measures (e.g. English Language Learners or First Nations, Metis, and Inuit students. This is because Alberta Education suppresses numbers when there are less than 6 students. Horizon has a small number of self declared First Nations, Metis, and Inuit students, approximately 100 division wide which means that having less than 6 in a grade in a real possibility. Alberta Education funding regulations allows students to be coded as English Language Learners for up to 5 years which means many of our ELL students would not be coded ELL by high school.

ASSURANCE FRAMEWORK

The Horizon School Division is committed to continued growth and optimal student learning. The Assurance Framework for educational planning represents that the Horizon Board of Trustees is committed to determining the level of confidence of the stakeholders in the educational system by developing clear strategic priorities. Assurance provides the framework for Horizon to continue to maintain close alignment with the direction and goals of the Ministry’s Alberta Education Business Plan with a stronger focus on being responsive and aligned to the needs of the Division’s school communities.

Horizon’s Assurance Education Plan and reporting is prepared under the direction of the Horizon Board of Trustees in accordance with its responsibilities under the Education Act and the Fiscal Planning and Transparency Act. As we continue the Assurance Framework in the division, the report and plan are formed within the context of the priorities document prepared by the division in conjunction with stakeholders as part of our engagement processes. The reporting structure is provided through the division dashboard as presented through the division website indicated by the links below.

Additionally, the information and documentation contained within the Horizon website were developed in the context of the provincial government’s business and fiscal plans. The Horizon Board of Trustees has used the results reported in the assurance plans and reports to develop and actualize the Horizon Assurance Education Plan and is committed to implementing the strategies identified to achieve our strategic priorities to improve student learning.

ACCOUNTABILITY STATEMENT FOR THE EDUCATION PLAN

The Education Plan for the Horizon School Division commencing the 2023-2024 school year was prepared under the direction of the Board/Board of Directors in accordance with the responsibilities under the Education Act and the Fiscal Planning and Transparency Act. This plan was developed in the context of the provincial government’s business and fiscal plans. The Board has used its performance results to develop the plan and is committed to implementing the strategies contained within the plan to improve student learning and results.

The Board approved the 2023/2027 Education Plan on May 30, 2023.

ACCOUNTABILITY STATEMENT FOR THE ANNUAL EDUCATION RESULTS REPORT

The Annual Education Results Report for the Horizon School Division for the 2022/2023 school year was prepared under the direction of the Board of Directors in accordance with the responsibilities under the Education Act and the Fiscal Planning and Transparency Act. The Board is committed to using the results in this report, to the best of its abilities, to improve outcomes for students and to ensure that all students in the school authority can acquire the knowledge, skills and attitudes they need to be successful and contributing members of society.

This Annual Education Results Report for 2022/2023 will be approved by the Board on November 27, 2023.

DIVISION ASSURANCE PLANNING, IMPLEMENTATION AND PUBLICATIONS

The planning implementation cycle involves the following steps:

  • Developing and updating Division and School Assurance Education Plans that aligns with both provincial goals, outcomes and performance measures and the Division’s vision, mission and values
  • Promoting community engagement
  • Preparing priority-based budgets that allocate or re-direct resources to support student learning, to achieve goals and to improve results
  • Implementing strategies to maintain or improve student learning, staff growth, and wellness
  • Monitoring implementation and adjusting the strategies outlined in the plan as needed
  • Using results to identify areas for improvement and to develop strategies and targets for the next plan, e.g. evidence-based decision making and
  • Communicating with stakeholders (staff, students, parents, or guardians, school councils, the public, and Alberta Education) about school authority plans and results

CONTINUOUS IMPROVEMENT CYCLE

Successful work occurs within a continuous improvement cycle.

Horizon actively reviews ongoing data when planning, engaging and reporting with our stakeholders. Through the Active School Engagement process and our School Reviews,  division Senior Leadership commits to a regular schedule of school visits with school leadership engaging in a generative dialogue about their School Assurance plan and our division strategic priorities: quality teaching and optimum learning, and response to intervention.

Horizon’s Division Assurance Education Plan is the document which guides the strategic plans for the Division and Schools. The Assurance Education Plan and corresponding measures and results are featured primarily in a web-based format on the Division Assurance Dashboard in order to facilitate community access and transparency.

Horizon actively reviews ongoing data when planning, engaging and reporting with our stakeholders. 

The following links are provided for navigating the various reports contained within the Horizon website as part of the division commitment to clearly communicate the results, plans and provide transparency to all stakeholders.

Horizon uses its data continually to make decisions. We analyze our results and use it to take next steps within our strategic priorities. Schools review PATs and Diplomas to inform teacher instruction, and look at other results such as high school completion and student and parent satisfaction to see what further supports are needed. Teacher professional learning continues to focus on collaborative response and new curriculum with special attention on literacy, early years assessment, and numeracy. A leadership development program has also been initiated to build leadership capacity within our teachers while principals have been engaged in cognitive coaching to bolster their ability to have inquiry based mentorship conversations. 

Horizon has also commenced extensive work on wellness and wellbeing.

Early years literacy and numeracy intervention strategies employed include:

  • Intervention blocks scheduled during the day 4 times a week: 2 for literacy and 2 for numeracy run by certificated teachers
  • Using teacher PLC time to enhance professional learning and conversations about students and their learning needs
  • Having Learning Support teachers push in for support to students in both literacy and numeracy
  • Small group learning centers every morning grades 1-4 alternating literacy and numeracy days
  • Colony Schools - Used their funding to buy resources to sure that they had the same materials to target students.

Stakeholder Engagement
Horizon is committed to engaging with all members of society as stakeholders in education. As we achieve our mission to engage and empower all learners so that students will gain the knowledge and skills to be contributing citizens and the desire to develop as life-long learners, we will need to address effective ways of bridging perceived "gaps" in communication and involvement from our stakeholders.

Community assurance happens when community members, system stakeholders and education partners engage in cycles of continuous improvement within and across five domains:

  • Local and Societal Context

An Assurance Model for planning means that the Horizon Board is committed to determining the level of confidence that our stakeholders have in our system. We endeavour to consider the insights of all our stakeholders, including:

Horizon relies on a multi-method approach to involve stakeholders in providing feedback:

  • Division Assurance Survey
  • Focus Groups at the school and division 
  • Review of all data measures. government and local 
  • Active School Engagement process with school administrators
  • School Review process at each school site
  • Observations of classroom and school practices
  • Review of local assessments and implementation of strategies to strengthen student learning

Horizon is committed to reviewing our Education Assurance Plans on an ongoing basis with all stakeholders, identifying milestones and adjusting according to the latest results from provincial and local measures and based on what we are learning from the implementation of the plan. Updated plans are published annually in the spring and reflect any adjustments made.
